Background

SPILNO Management Office is a joint project of the Ministry of Infrastructure of Ukraine (MIU) and EasyBusiness think-tank. It is funded by international financial organizations and other donors aimed at helping the Government to succeed in public-private partnership (PPP) development.

SPILNO was established in November 2016 as an independent advisory body to the Ministry of Infrastructure of Ukraine in order to develop pilot PPP (concession) transactions in the infrastructure of Ukraine.

SPILNO team has successfully managed the preparation of pre-feasibility study of 3 pilot concession projects in seaport sector of Ukraine, developed and approved the concept of the projects and organized the next stage of the projects preparation together with EBRD and IFC.

Currently, the team is closely working with EBRD, IFC and international consultants in order to develop a comprehensive feasibility study of the project, which will be followed by transaction structuring according to the best international practice.

SPILNO is seeking to hire an Analyst based in Kyiv, Ukraine. Analysts work closely with SPILNO Project Managers who are responsible for the coordination, negotiation, approving, and subsequent supervision of the concession transactions preparation. Analyst help project managers in executing deals, collecting relevant information, providing comments to the deliverables, developing analytical reports and internal documents.

Duties and Accountabilities:

Role:

The Analyst will be integrated into the SP3ILNO team that develops pilot concession projects, coordinates transaction preparation and advises the Ministry of Infrastructure of Ukraine.

The candidate is required to know and effectively use fundamental business concepts and practices and to provide analytical, research and other professional support to Project Managers. The work program is varied and may be somewhat complex requiring evaluation, original thinking and various written outputs.

Responsibilities:

• Review, comment and provide necessary amendments to reports, memos, financial models and other deliverables from the consultants;
• Prepare documentation for MIU internal processes and monitor compliance with legislative requirements;
• Support preparation and structuring of pilot PPP transactions;
• Conduct industry and market research;
• Prepare projects presentations when necessary;
• Meet deadlines for the projects deliverables;
• Establish and maintain quality relationships with key stakeholders to ensure communication;
• Participate in investments negotiations;
• Liaise with IFIs and the consultants, as well as other stakeholders involved;
• Participate in the monitoring of project preparation.

Selection Criteria:

• Bachelor's degree with specialization in finance or economics;
• At least 1-2 years of experience in transaction advisory, corporate finance or consulting;
• Strong financial analysis and modelling skills using Microsoft Excel and ability to identify key issues;
• Strong skills in making presentations in Microsoft PowerPoint;
• Sound numerical, analytical and conceptual skills encompassing finance and the associated areas of investment, corporate finance and economics;
• Excellent presentation skills and ability to present ideas clearly and confidently;
• Good knowledge of infrastructure sector and in particular seaport sector would be a plus;
• Experience in communications with public authorities would be a plus;
• Commitment to economic development and keen interest in attracting investments in Ukraine;
• Ability to work successfully with multicultural advisers and government officials;
• Stress resistant and ready for overtimes;
• Demonstrated teamwork skills;
• Advanced English is a must.
