Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking for their growing Energy Efficiency Portfolio (EE) a qualified professional to fill the position of the:

Digital Communications Officer

We are looking for a full time Digital Communications Officer with a firm grasp of political realities and sensitivities to develop strategic plans and digital communications for our campaigns with the aim to drive offline change. The Digital Communications Officer uses digital channels to dynamically communicate to EE Cluster target audiences our work, messages and achievements and works closely with PR & Communications Officer.

Areas of responsibility:

a. Online community management and multimedia (40%)

• Manage cluster Social media profiles and engage audiences, across key social media sites (Facebook, and YouTube in future).
• Ensure EE cluster features on relevant external websites (e.g. Ministries, SAEE, etc.) and that our work is promoted via appropriate third party online channels.
• Create and implement digital content plans around key events.
• Coordinate and develop rapid response digital campaigns, including social media posts that tell a powerful story on the day and inspire people.
• Keep in line with the latest innovations in digital communications and make suggestions for new ways of promoting EE cluster work and messages online.
• Manage our multimedia resources, including developing and maintaining the photo library – and when appropriate – work with consultants to produce digital content to promote our work.
• Monitor, record, evaluate and report on key social media performance statistics and successes.

b. Website management, content creation and search (30%)

• Write, copyedit and proofread where necessary and upload high quality, engaging content to the website – in line with agreed content priorities.
• As a member of the Communications team, contribute to the creation of content strategy, helping to identify the most compelling ‘stories’ and most effective ways of communicating our work via digital channels.
• Coordinate cooperation with external developers and producers to deliver online tools, sites or videos that will grab people's attention.
• Ensure English, German and Ukrainian versions of website are up-to-date.
• Work with external consultants to coordinate the development of the website (communication platform) and ensure any technical issues are resolved.
• Ensure website is made visible to target audiences through effectively optimizing content for search engines and undertaking other relevant initiatives.
• Monitor, record, evaluate and report on key performance statistics, making recommendations to the PR & Communications Officer on the basis of these results.

c. Cluster support and internal communications (25%)

• Promote the benefits and impact of our digital communications internally.
• Increase staff and program partners use of social media, and the online platform through providing support, coaching and encouragement.
• Create and proofread the content for intranet, or regular email bulletins in cooperation with PR and Communications Officer.

d. Other communications and organizational activities (5%)

• Participate in team and other organizational meetings or working groups as required.
• Support PR and Communications Officer with any other communications projects and activities.

Qualifications:

• At least 3 years of experience in digital communications
• Solid experience in developing and executing digital campaigns (min. 3 years) while analysing digital data and analytics to make campaign decisions.
• Experience in and inclination toward testing to optimize results.
• In-depth understanding of how digital media is consumed by the public and stakeholders.
• Proven track in online community management.
• Proven track in the development of online content (such as different story telling formats, video and audio production).
• Experience with various web development technologies and design programmes
• Up-to-date knowledge of current digital marketing trends and analytics platforms
• Experience in lobbying, campaigning or advocacy
• Native written and spoken Ukrainian and Russian; excellent command of English, German is a plus.
• Knowledge of the Ukrainian government's reform agenda, in particular in the field of energy.

Employment conditions:

Starting as soon as possible, preferably as of August 1st, 2018. Full-time position with 40-hours working week until end of December 2019 with the possibility of extension.
