Context:

Under the overall supervision of the Chief of Mission and the Programme Coordinator (Housing and Shelter), with the direct supervision of the Government and Legal Engagement Officer, the successful candidate will provide specialised support to the Shelter/Housing Unit in its projects’ implementation inclusive of its components of legal perusal, capacity development, communication and engagement with authorities at the local and regional levels, covering central and northern oblasts of Ukraine, but not limited to them. Main focus will be 60-month Housing project with KfW in selected cities across Ukraine, but not limited to it.

The successful candidate will support communication and engagement with the communities/municipalities, which participate in the projects, as well as the governmental agencies in Kyiv on the activities on the repair/reconstruction/construction of the housing units, their acquisition from the secondary market, maintenance and distribution of housing units among beneficiaries, accompanied by establishment and capacity development of the respective managerial structures at the municipal and national levels, ensuring transparent process of beneficiaries selection and support.

 Core Functions / Responsibilities:

  1. Assist in planning and implementation of projects activities and initiatives of Shelter/Housing Unit that respond to IOM’s priorities and government request for improving living conditions of IDPs.
  2. Support establishment and maintenance of contacts with relevant governmental partners at the local level for information collection and sharing in the frame of Housing Project activities and for identifying the needs and opportunities of hromadas.
  3. Support the drafting of the legal documents, such as MoUs, contracts and the pieces of national and municipal regulations, which aim to facilitate the Housing Project’s implementation.
  4. Support with organization and conducting Housing Project-related events (working groups, municipal, regional and national authorities and other stakeholders’ meetings, discussions, visits etc.).
  5. Act as focal point for administrative coordination of Housing Project implementation vis-à-vis municipal and regional authorities in the assigned locations of the Housing Project’s implementation.
  6. Participate in meetings, conferences and project-related events, take follow up action as needed.
  7. Assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  8. Provide inputs to the regular reporting under the Shelter/Housing projects.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • School diploma with six years of relevant experience; OR,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.

Languages

Fluency in English and Ukrainian is required.
