Position Title: Project Assistant (Shelter Cash-Based Initiatives)

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, UG (1500 USD per month)

Type of Appointment: Special Short-Term, Six months with possibility of extension

Context:

Under the overall supervision of the Chief of Mission and Programme Coordinator (Shelter and Housing) and the direct supervision of the Programme Support Officer (Shelter and Housing), the incumbent will support the planning, implementation and monitoring of sectoral cash and voucher programming operated by the Shelter and Housing Unit.

IOM Ukraine’s Shelter and Housing Unit is currently operating a number of cash and voucher-based programmes aiming to support people in need of shelter assistance. These programmes currently include rental assistance, conditional cash for repair and vouchers for house repair but may expand to include other sectoral interventions in future.

The Project Assistant (Shelter Cash-Based Initiatives) will play a crucial role in all steps of these programmes, from the design and set-up to the implementation and monitoring, and finally to the evaluation, bridging the gaps between project teams, information management, supply chain, finance, programme management and monitoring and evaluation.

Core Functions / Responsibilities:

1. Support project teams in the design and implementation of sectoral cash and voucher projects including cash for rent, cash for repair, vouchers for repair and others as needed.
Coordinate with local authorities and other stakeholders to gather data and ensure effective implementation.
Work with the unit’s information management team to develop registration and verification tools, and database.
Maintain the beneficiary databases related to cash and voucher programmes, including creating payment lists and reconciling payment data with beneficiary lists, in coordination with the IM and GIS Officer.
Review beneficiary data submissions and conduct data cleaning, verification, etc.
Liaise with the Supply Chain, Resource Management and Cash-Based Initiatives units as needed for identification and payment of service providers, vendors, implementing partners, and other parties involved in the programme.
Work with the Monitoring, Evaluation and Learning team to develop tools, review findings and ensure lessons are learned and applied.
Ensure effective communication with communities and beneficiaries.
Perform such other duties as may be assigned.
Required Qualifications and Experience

Education

High school diploma or equivalent with at least five years of relevant work experience; OR
Bachelor’s degree or equivalent from an accredited academic institution (preferably in Finance, Accounting, Logistics, Management, Business or related fields) with at least three years of relevant work experience.
Experience

Experience in project management, logistics, or related actions is desired.
Experience using databases and excel is required.
Previous experience working with in the humanitarian sector, or an International Organization is preferred.
Personal commitment, efficiency, flexibility and drive for results.
Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
Capable of working under stressful conditions.
Skills
