Context:

Under the overall supervision of the Senior Programme Coordinator (3R) and the direct supervision of the Senior Programme Officer (MHPSS), the successful candidate will contribute to the implementation of IOM’s Mental Health and Psychosocial Programme mainstreaming activities in oblasts located in Ukraine, with a focus on the implementation of MHPSS-Livelihoods activities.

 Core Functions / Responsibilities:

  1. Ensure that MHPSS programming integrated with livelihood activities is implemented in line with IOM’s strategic and operational planning in Ukraine.
  2. Carry out and support the development of MHPSS-Livelihood assessments, community consultations, staff consultations and any other data collection to inform and advance integrated activities.
  3. Suggest strategies to promote the integration of MHPSS-Livelihood services at local and national level, prepare operational plans to enhance access to psychosocial services.
  4. Ensure compliance with IOM and donor requirements, including those related to procurement, budget utilization, and human resources, maintaining close contact with relevant IOM Ukraine support units.
  5. Coordinate the availability of technical support to mental health and psychosocial teams in the oblasts and cities under the position’s responsibility, ensuring timely and effective execution of MHPSS-Livelihood activities and operational plans, as well as efficient, transparent and accountable use of allocated funding.
  6. Oversee the day-to-day implementation of MHPSS activities integrated into livelihood project activities.
  7. Participate in the continuous monitoring and evaluation of MHPSS-Livelihood activities.
  8. Facilitate training sessions to IOM staff, organizations and local government partners on MHPSS-Livelihood topics when relevant. Support the development and revision of training modules, in person and online.
  9. Participate in MHPSS-Livelihoods related meetings with stakeholders.
  10. Support the MHPSS programme management with cultural adaptation of standard programming, including input to the relevance of activities for local context, translation in meetings with MHPSS programme management, revision of translated materials for accuracy and providing translation in high level official meetings.
  11. Assist the MHPSS Programme management and other relevant colleagues/units to prepare project proposals, narrative and progress reports, cost modifications, and public information material, as required by project donor(s) and/or IOM.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Bachelor’s degree in general, clinical, counselling, social or educational psychology, education, counselling, anthropology, mental health, humanities

or other relevant social sciences.

Experience

  • At least five years of relevant professional experience.
  • Previous experience working on Mental Health and Psychosocial Support (MHPSS) programmes (required), with leadership roles (desirable).
  • Previous experience working on Livelihood programmes (desirable).
  • Strong command and ability to fluently communicate about technical MHPSS subjects formally in Ukrainian, Russian and English (required).
  • Experience in community-based team supervision, monitoring and evaluation (required).
  • Previous experience working with beneficiaries' data management, reporting on project activities while respecting data protection and management guidelines (required).
  • Experience working in accordance with the Interagency Standing Committee (IASC) guidelines on MHPSS in emergency settings (desirable).
  • Leadership and Team management skills.
  • Communication skills with a wide range of people, including people of culturally diverse backgrounds.
  • Experience in assessment and data collection. Skills in report writing and basic data analysis.
  • Ability to manage concurrent deadlines with attention to detail.

Languages

Fluency in English and Ukrainian is required. Russian is desirable.
