Context:

Nine years after the onset of the crisis in the East, following the Russian invasion in February 2022, Ukraine now experiences a full-scale war. The consequences of violence have now spread country-wide, and over 5 million are estimated to have been internally displaced. Displacement is likely to become protracted as fighting continues, including the targeting of civilian infrastructure. New waves of displacement are expected, and continued deterioration of living conditions among the most vulnerable is likely. In support of ongoing and future humanitarian response, IOM implements large scale assessments across the country on displacement and mobility trends, urgent needs, as well as needs related to recovery and durable solutions to displacement.

Under the overall supervision of the Chief of Mission and the direct supervision of the Project Officer (Reporting) / Project Officer (Project Development and Reporting), the successful candidates will be responsible and accountable for providing specialized support to programme development, programme reporting and extensive coordination with other programme teams within IOM Ukraine, as part of the Programme Support Unit. These activities will contribute towards good donor relationships, ultimately helping IOM Ukraine to secure funding for beneficiaries in Ukraine.

Core Functions / Responsibilities:

  1. Assist in the planning, coordination, and implementation of project development and reporting activities in line with IOM internal guidance and policies as well as donor requirements, including using IOM corporate tools such as PRIMA FOR ALL.
  2. Prepare reports, background documents, analysis, graphics, concept notes, narrative proposals (including results matrices, risk assessments, and other annexes), and budgets, in close coordination and through extensive liaison with relevant programme and support teams.
  3. Support PD/R team members and programme teams develop formal and informal donor reports (narrative and financial) and respond to internal and external information requests and inquiries.
  4. Engage in regular liaison with other units within the PSU, including the Information Management (IM) and Monitoring, Evaluation, Accountability and Learning (MEAL) units to initiate and complete reports or other requests, obtain the necessary information/data, follow-up for revision and clarification after review, etc.
  5. Ensure accurate and up to date filing of documentation in the internal project repository, including narrative proposals, budgets, endorsement emails, donor guidance, correspondence, donor agreements, legal approvals, informal and formal donor reporting (narrative and financial), and policies, thematic guidance, etc.
  6. Monitor tools, project development and reporting workflows and processes, identify any shortfalls, and bring these to the attention of the Project Officer (Project Development and Reporting) and suggest corrective measures.
  7. Organize meetings, workshops and site visits for donors as necessary; and assist in the preparation briefing packs and information products for senior management.
  8. Maintain effective liaison and coordination with partners and other stakeholders relevant to the PSU and IOM Ukraine for project development or reporting purposes.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school diploma with seven years of relevant experience; OR
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience in soliciting, receiving, organizing, and sharing large volumes of information with internal and external stakeholders.
  • Experience in project development and editing.
  • Prior work in time-sensitive settings.
  • Excellent writing, compilation, and analytical acumen.
  • Proven ability to use the Microsoft Office Suite and familiarity with databases.
  • Knowledge of issues pertaining to migration in Ukraine.
  • Familiarity with results-based reporting, monitoring, and evaluation concepts.
  • Knowledge of project management cycle.
  • Knowledge of the programme development cycle (concept notes, full proposal, result matrix, budget) and knowledge of reporting cycles.

Skills

  • Analytical skills, able to identify discrepancies between numerical data (financial, results matrix) and written narratives.
  • Attention to detail and ability to navigate multiple complex multi-sector programmes.
  • Understanding of international government foreign policies and related priorities, including the departments or ministries that oversee the administration and distribution of development assistance funding.
  • Excellent oral communication and interpersonal skills.
